Clatsop County Steering Committee:

The Steering Committee is currently under redevelopment. The Columbia Pacific Coordinated Care Organization, the hospitals and the public health department are working together on a joint Community Health Needs Assessment and Community Health Improvement Process for Clatsop County. This will inform the Steering Committee’s future work.


Community Snapshot
Clatsop County, on the northwest corner of Oregon, is a popular seaside destination for tourists from Portland, about 100 miles away, and beyond. The county seat, Astoria, is the oldest American settlement west of the Rockies. The primary industries are forestry, fisheries and tourism/recreation. There is also a large Coast Guard facility in Astoria. Primary issues are obesity/lack of physical activity, addiction and other mental health issues (including ACEs), and housing insecurity.

Current Initiatives

Pre-K: The team engaged Social Finance and the Sorenson Impact Center to complete a feasibility study for a pre-kindergarten Pay for Success program. The results caused the Clatsop team to adjust its plans; the team is now looking for philanthropic funding and/or to collaborate with the Coast Guard community to implement a smaller-scale expansion of pre-K. Obesity reduction and diabetes prevention: The team plans to expand Clatsop County Kids Go and Mind-Up, which are children’s obesity prevention programs that include nutrition classes, yoga instruction, gardening and cooking lessons for grades 4, 5 and 6 and 7, 8 respectively. The CCO is also committed to expanding Healthy Hearts, which is a diabetes prevention program. Community health: The team will expand on the success of the recently launched community health cards, which give people access to 18 free offers, including park visits and other discounts for recreation. Clinics, which give them to patients who need more physical activity, have already asked for more. Resilience: The CCO is hiring a full-time staff person to create a trauma-informed care (TIC) network in Clatsop and Tillamook Counties in Q1, 2019. Members of the Strategic Council expanded on the strategic plan created by the Transformational Community Associates for a TIC.
